You can try it 20 times & have it fail 19 for no other reason than it didn't feel like working, then on the 20th time round it'll work perfectly. Stuff like this can sometimes be luck of the draw. Try setting it to 0.0, as I believe the default has it sticking out the extra 10th of a block, which can prevent merge blocks locking. Have you tried adjusting the rotor displacement setting? Will test again after the beta is over on Monday & see if anything changes. Was playing with the same thing only yesterday (before the beta test started) and it was working ok then too. I just tested it with one of my own contraptions (almost identical to yours but with vanilla blocks) & had it working fine.
